The crushing defeat in the Opium War broke the dream of “Celestial Empire”1 of the Qing Government. Confronting both domestic trouble and foreign invasion, some farsighted people in China began to open eyes to the whole world and learn from the developed western countries to advocating domestic shipbuilding, create modern Maritime business and build modern marine defense. However China’s modern Maritime industry development was severely hampered by the invasion of stronger powers and political turmoil, and struggled to move forward in twists and turns.
